中化商务有限公司受招标人委托对下列产品及服务进行国际公开竞争性招标，于2026-08-03在中国国际招标网公告。本次招标采用传统招标方式，现邀请合格投标人参加投标。

（2）关境外提供的货物：合同生效后13个月内一次性交付本合同项下的全部货物（合同生效至提单日期为13个月）。

3、投标人资格要求
投标人应具备的资格或业绩：
3.1投标人或联合体的一方必须是所投密炼机的制造商。
3.2投标人须提供营业执照（营业登记类证明文件）或经营许可证明文件。（若为联合体投标的，各联合体成员均需提供）
3.3业绩要求：自2023年1月1日至投标截止时间（以合同或订单签订时间为准），所投密炼机制造商应至少具有1个580L以上密炼机销售业绩。 证明材料包括：须提供对应的销售合同或销售订单复印件。销售合同或订单的复印件须能体现签订时间，销售产品内容、规格，签章等关键信息，否则将被作为无效证明材料。合同或订单卖方是制造商或其代理商的均认可。若销售合同或销售订单中未能体现上述信息的，请附上相关的技术协议书或其他证明文件作为证明材料，否则将被作为无效业绩。
3.4至投标截止时间，关境内投标人若被“信用中国”网站（www.creditchina.gov.cn）列入失信被执行人名单，其投标将被否决。
3.5投标人应当提供在开标日前3个月内由其开户银行开具的银行资信证明的原件或复印件。（若为联合体投标的，各联合体成员均需提供）
3.6本项目接受联合体投标。若为联合体投标的，联合体成员不超过2家。
3.7投标人在投标前应在必联网（http://www.ebnew.com）或机电产品招标投标电子交易平台（http://www.chinabidding.com）完成注册及信息核验。

3.Qualification Requirements For Bidder
Qualifications or Performance：
3.1 The bidder or one of the Joint Venture members must be the manufacturer of the internal mixer being bid for; otherwise, the bid will be rejected.
3.2 The bidder shall provide a business license （business registration certificate） or a business operation permit. （If bid as a Joint Venture, this must be provided by each member of the Joint Venture.）
3.3 Performance requirements: From January 1, 2023, to the deadline for submission of Bids （based on the contract or order signing date）, the manufacturer of the Internal Mixer shall have at least one sales performance record for Internal Mixer of 580L or above. The supporting materials include: copies of the corresponding sales contract or sales order must be provided. The copy of the sales contract or order must reflect the signing time, the content and specification of the products sold, the signature and other key information, otherwise it will be regarded as invalid certification materials. It is recognized that the contract or order seller is the manufacturer or its agent. If the above information is not reflected in the sales contract or sales order, please attach the relevant technical agreement or other supporting documents as supporting materials, otherwise it will be regarded as invalid performance.
3.4 Before the deadline for submission of Bids, if the domestic bidder is listed as a dishonest person on the "Credit China" website （www.creditchina.gov.cn）, its bid will be rejected.
3.5 The Bidder shall provide the original or copy of the bank reference certificate issued by the bank of deposit within 3 months before the bid opening date. （If bid as a Joint Venture, all members of the Joint Venture must provide it）
3.6 Joint Venture bid is accepted for the project.Where a Joint Venture is formed for the bid, it shall consist of no more than two members.
3.7 The Bidder shall complete the registration and information verification on the website of http://www.ebnew.com or the electronic trading platform for mechanical and electrical products tendering and bid （http://www.chinabidding.com） before submitting the Bid.
